Observe
Describe what is happening, to whom, where, and how often without exaggeration.
Identify
Name the institution, rule, budget, office, process, or decision that carries responsibility.
Document
Preserve dates, records, costs, published commitments, and responses that can be checked.
Ask
State one answerable public question instead of a broad accusation or slogan.
Follow
Define the response, correction, record, deadline, or next action that would count.
