Name the public outcome, people served, Five C connection, and evidence of need.
Defined responsibility
State what each party contributes, decides, protects, pays for, owns, and reports.
Accountable scope
Set dates, outputs, measures, risks, exit terms, and a process for correction or complaint.
Honest public claims
Use names, emblems, attribution, media, and partnership language only as approved in writing.
Partnership pathways
Practical collaboration before permanent structure.
Early partnerships should make one useful activity possible and leave a clear record of what was learned.
